I can't say for certain whether Syria did or did not use chemical weapons against its own people (check out Aaron Mate's reporting on the OPCW whistleblowers) but I can say with absolute certainty that if Syria did use chemical weapons on its own people it was the dumbest possible move they could have made. Knowing that Assad was risking a bayonet up the bum, having no necessity to use such weapons, he would have had to been full-on bath salts level crazy. Those who say he absolutely did this without acknowledging how irrational and counterproductive such an action was immediately raise a red flag in my mind.
