I've seen many photographs of Ukrainian soldiers with that very same Nazi skull and bones image you shared. I can't believe you would discuss Nazism without even briefly mentioning how many Russians died at the hands of Nazis. Fascism is a distinctly Western European/Settler Colonialism ideology.
