"Africa has had more genocide during the past 70 years than any developed nation." Africa is neither developed nor a nation. Nor does it exist in a vacuum. Africa is a collection of nations randomly created by Europe's division of the continent, not taking into consideration how the Africans might wish to divide themselves. This has led to countries with ethnic majorities and minorities that were played one off the other in order for Europe and the U.S. to "assist" the governments that best suited them. I don't have rose-colored glasses regarding non-NATO countries, I only see quite clearly where the power resides. NATO is a military bloc which has usurped the role of the United Nations. We can either have an international institution that provides for a degree of democracy or we can have a military bloc that dictates to the rest of the world what it must do. This is what is called "rules-based order".
